The Saint Paul harbour master's office, located on the Pont de la République in Besançon, is the birthplace of Doubs Plaisance. This harbour master's office is the first building for which the Doubs Plaisance team has been responsible since its creation.

The harbour master's office acts as a "Marina" (residential harbour) and allows the reception of boats in long-term parking. In the summer, the harbour office gives priority to visiting yachtsmen, providing them with access to showers and sanitary facilities as well as the amenities necessary for a safe yachting holiday (water, electricity, diesel fuel, waste water disposal, etc.). Access to the harbour master's office, the showers and toilets are accessible to people with disabilities. Doubs Plaisance has been awarded the "Tourism & Handicap" label since 2019.

It has also been awarded the Blue Flag label since 2018 (protection of the environment and the marine environment) and the "Bicycle Welcome" label since 2020 (signposted cycle routes in the vicinity, bicycle documentation, bicycle parking, drinking water point, repair kit for minor damage, etc.).

Doubs Plaisance also offers electric boat hire to discover Besançon in a different light. The main activity of the harbour master's office, open since 2010, is an unusual means of locomotion to discover Besançon and its architectural treasures in a different light. The tour of the Besançon loop takes about 2 hours, including the passage of 2 locks.

Electric bikes are available for hire, with packages that can be adapted from 1 hour to several days.
